Overview


RWE Renewables Korea is rapidly expanding its offshore wind portfolio, and is seeking a Senior Environmental Advisor to work within the Business Development team. The role will support all project permitting activities for offshore wind projects in Korea, with a focus on Environmental Impact Assessment (EIA) and other environmental permits. The Senior Environmental Advisor will provide technical and environmental expertise and experience to the permitting process and will play an important role by networking across the global RWE offshore wind portfolio to ensure that environmental and sustainability best practice is fully embedded in Korean projects.


The successful candidate will have a track record of working on offshore wind projects and in particular in supervising and delivering environmental permits and consents. In additional to environmental expertise the appropriate candidate will have a full understanding of the interfaces between permitting and other project packages, and in handling the programme and development risks associated with permitting. Experience of project permitting and EIA in Korea would be advantageous, but is not required for the role. We are looking for professionals who have the ability to transfer their existing offshore wind knowledge and skills into a new market context.
 
Key responsibilities of the role include:

 

  • Ensure development of permitting programmes and permitting risk registers for all RWE’s offshore wind projects in Korea, understanding interfaces with other packages, encouraging innovation and ensuring best development practice is incorporated. Identify and communicate portfolio level risks arising from permitting and stakeholder matters.
  • Support environmental permitting for all RWE’s offshore wind projects in Korea, providing technical expertise in the assessment and mitigation of ecological and environmental impacts.
  • Oversee the delivery of EIA for projects (including management of environmental survey work). This will include supporting procurement of consultancy services and management of contracts for the delivery of EIA.
  • Advise on the environmental aspects of Equator Principles/International Financing Requirements compliance and Environmental and Social Impact Assessments (ESIA) for projects in Korea and elsewhere in the APAC region. Facilitate the development of strategies and processes for assessing risk and ensuring project compliance.
  • Maintain and develop a working knowledge of the latest technical, regulatory and commercial developments in specialist disciplines that have the potential to reduce cost and risk, and improve environmental performance of projects.
  • Coordinate with other permitting teams (in the APAC region and globally) to share best environmental practice and lessons learned, and support the professional development of the local Business Development Team and RWER’s permitting capabilities and experience in Korea.
  • Provide technical advice and experience to support RWE Regulatory Managers liaising with Government to shape the Korean environmental policy and permitting systems.
  • Support engagement with relevant consents stakeholders to share RWE’s insights and international experience at a national and local level. This may include direct engagement or support of other team members as necessary.

 
Responsibilities at a project level include:

 

  • Coordinate the procurement of contracts to support permitting and consenting activities, ensuring best value for money is achieved.
  • Oversee the delivery of environmental permitting and consents contracts as required.
  • For projects where RWER’s project partner is leading on permitting, liaise and work with project partner consents teams to advise on and support delivery of environmental permits.
  • Promote and maintain RWE’s high HSE standards and procedures for offshore wind, particularly in the delivery of environmental survey work. Share local insights and ensure that global best practices and learnings are implemented locally.
  • Coordinate and supervise environmental permitting activities and interface with other core project staff and other project teams where appropriate.
  • Ensure project design envelopes for each offshore wind project are consentable enough to allow financing and construction of commercially viable projects.
  • Provide advice to the local team in delivering EIA and other necessary permits and consents for the projects.
  • Support in the development and maintenance of environmental permitting programmes, and ensure delivery on schedule.
  • Support in the development and maintenance of the permitting and consents risk register.
  • Maintain links with other consents teams in other RWE markets to share best practice and knowledge; ensure that this knowledge is applied in Korean projects and that the projects uphold high standards of environmental protection and sustainability throughout the development cycle.
  • Ensure that RWE and its contractors remain compliant with environmental conditions on project consents as projects move into construction and operation.

 
Necessary Knowledge and Skills:

 

  • A university degree in a field of environmental engineering/science/studies, marine affairs, natural resources, biology, ecology, or related field.
  • 5+ years’ experience in delivery and management of offshore environmental permitting activities for offshore wind projects, including proven ability at senior consent manager level.
  • Experience in Korean permitting systems would be beneficial, but is not essential. An ability to apply overarching skills to the Korean context is necessary.
  • Full understanding of Environmental Impact Assessment (EIA) approaches and delivery, including impact mitigations.
  • Comprehensive understanding of Equator Principles, International Financing Requirements and ESIA highly valued.
  • High understanding of offshore and onshore environmental and planning issues for offshore wind projects, and ability to apply these in a new market context.
  • Understanding of the role of project permitting and development in the lifecycle of the project, and ability to shape permitting processes to manage later technical and commercial risks.
  • Ability to identify permitting and development risks and to develop and implement strategies for the management of these risks.
  • Good communication and interpersonal skills including motivational and support skills.
  • Well organised and able to coordinate multiple work streams.
  • Highly motivated, with the ability to work to various project deadlines.
  • Advanced communication and interpersonal skills, including the ability to work within a different culture where English is not the dominant language.
  • Aware of differences between Eastern and Western cultures with a willingness and enthusiasm to work across cultures and within multicultural teams.
  • Flexibility to adapt to changing regulatory requirements and replan accordingly.

Fluency in written and spoken English is essential.
This position line reports to the Senior Consent Manager (Korea).
