Quality Inspection Technician Supervisor

Supervises and directs the work of a group of employees engaged in a segment of quality control programs to include receipt, storage, preservation, packaging, packing, assembly and shipping inspection of Army materiel. Materiel categories inspected include general supplies, clothing and textile, chemical, and solid fuels, and industrial supplies and equipment, communications and electronics equipment, air materiel, missile materiel, weapons, and self-propelled weapons comprising major end items with many components and subassemblies. May perform limited non-supervisory duties as a part of the total supervisory functions. 1. Supervises and directs the work of a group of employees with assigned responsibility for and accountable to superior for the quantity of work, timely accomplishment of assignments, economical work operations and efficient utilization of personnel and other resources. a. Work Planning: Plans work assignments and methods on a day-to-day basis. Estimates time, materiel and personnel required. Furnishes facts on work in process, backlog, and production rates. Maintains records of work in accomplishment and time expended. Follows established work procedures but is authorized to make minor adjustments to meet temporary conditions. b. Work Assignment: Assigns work to subordinates on the basis of selective consideration of the difficulty and requirements or the capability and qualifications of quality of work to assure timely accomplishment. Issues special instructions for non-routine or complex assignments. c. Receiving Work: Receives, accepts, amends or rejects the completed work on the basis of established quality standards and special instructions given. Observes work to locate problems. Seeks solutions to problems and avoidance of future problems (adjustments are confined to operations supervised and do not affect the end result determined by higher authority). Reports above-normal rejection rates to supervisor. Expected to be alert to means of increasing efficiency and economy of operations. d. Personnel Management: Adjusts informal complaints or refers to supervisor. Counsels subordinates on personal matters as requested. Reports to the supervisor on performance, progress, training needs of subordinates and on disciplinary problems. Makes recommendations to supervisor on such matters as promotions, reassignments, and the recognition of outstanding performance. Actively promotes the incentive award program and discusses with subordinates suggestion matters dealing with work submission. Recommends leave schedules, notes leave abuse and recommends corrective action. Participates, with considerable weight, in the selection of employees from the list of eligible. Makes informational appraisal of performance. Suggests ways of improving performance, for decision by supervisor. 2. Monitors and directs the following activities: Inspection of excess materiel returned form various sources for proper identification, classification and preservation requirements; verification sampling of CONUS receipt for proper identification, classification and preservation requirements; inspection of materiel repaired/returned from the maintenance activities for proper identification and completeness; inspection of materiel generated by the disassembly of sets/kits for proper identification, classification and preservation requirements; and collection, verification submission and review of the inspectors daily production report to the supervisor on a daily basis. 1. This position has been designated as KN EMERGENCY-ESSENTIAL (MISSION ESSENTIAL). KN EE (ME) Position Agreement Form (USFK Form 200EK) must be signed prior to appointment of the selectee for this position. 2. Relocation Allowance will NOT be authorized for the selectee from outside the commuting area. 3. For Area II applicants: Selectee for this position may be eligible for relocation allowance if applicable and all requirements in paragraph 8-13 (Relocation Allowance) of USFK regulation 690-1 are met. Under the Yongsan Relocation Plan (YRP), individual moves of the selectee from Area II to other Areas will be authorized by the YRP moving services processes as stipulated in Civilian Human Resources Transformation Guidance. 4. If there is no position in the normal line of progression in an organization that is one grade lower than the position being filled, 1 year of specialized experience at either the next lower level or the second lower level can be qualified.
