DVS is seeking a talented Program Manager for the Korea Battle Simulation Center (KBSC) exercise support contract. Duty is based in Korea and provides exercise support in the form of command post exercises (CPX) to the Combined Forces Command (CFC), United States Forces Korea (USFK), Eighth US Army (8A), United States Pacific Command (USPACOM), United States Army Pacific Command (USARPAC), and support to Pacific Theater Engagement.

This position will require planning, coordinating, and executing computer-assisted exercises (CAX) by providing personnel experienced in doctrine, training methodologies, data analysis, and proficient in model, model federation, and networks. These duties are provided to USFK, 8A, USARPAC, US Army Japan, and USPACOM to support staff, collective, and leader mission command staff training to facilitate joint and combined training requirements from the battalion through theater level.

Key Responsibilities

  • Supervise contract personnel at KBSC and its supporting training facilities on the Korea peninsula; provide vision and leadership to site and team leads; manage resources to ensure program objectives are met.
  • Work closely with the government's Director and Contract Officer Representative (COR) to meet contract requirements.
  • Responsible for the recruitment, hiring, training, and retention of staff required to meet contract obligations.
  • Perform program and financial management services including financial analysis, budget and cost quote preparation, cost management, and reconciliation. Overall responsible for profitability and revenue growth of assigned programs.
  • Coordinate and monitor sub-contractor activities and the administration of sub-contractor deliverables.
  • Ensure quality of program products, services, and deliverables, including participating in reviews, audits, and site visits.
  • Develop, review, and approve plans, schedules, and other documents supporting program requirements; provide reports and technical reviews to customer and senior management as directed.
  • Perform business development activities including the preparation and review of technical and cost proposals.
  • Participate in special projects as required.

Qualifications:

  • Advanced degree in Business or Program Management from an accredited college or university
  • Graduate of military command and staff college, MEL 4 qualified. MEL I qualified is desired.
  • Honorable service as a commissioned officer in the US Armed Forces
  • Minimum of 5 years managerial experience with similar scope of this requirement, i.e., multi- million-dollar DoD program or successfully commanded at the battalion (or other service equivalent) or higher level within the past twenty years from the release date of this solicitation
  • Two years' experience in joint doctrine, organization, and procedures within the past twenty years from the release date of this solicitation
  • Two years' experience in the design and execution of exercises within the past twenty years from the release date of this solicitation
  • Two years' experience with computer war gaming capabilities and simulation programs obtained within the past ten years from the release date of this solicitation.
  • Clearance: An active Top Secret Clearance required with eligibility for SCI.

Travel: Travel will be required.
