Job Title: Evaluation and Capacity Development Manager

Key Responsibilities:
- Systematically identify evaluation needs to improve the effectiveness and overall operational performance of the Fund as well as its ultimate impact on people and planet.
- Develop new programmes for monitoring, evaluation and learning capacity development for internal audiences within the GCF Secretariat, with a particular emphasis to support the regional presence and country programmes.
- Lead the revision of the Monitoring and Accountability Framework (MAF) for Accredited Entities (AEs) for improved effectiveness and impact of GCF funded operations within the Funded Activities, Readiness Programme, and Project Preparation Facility.
- Develop programmes for monitoring, evaluation and learning capacity development for external audiences to the GCF Secretariat, with a particular emphasis on Accredited Entities, Direct Access Accredited Entities, Nationally Designated Authorities and Delivery Partners.
- Provide thorough and actionable methodological guidance on and assessments of climate rationale, Theories of Change, indicators, measurement, reporting and verification systems as articulated in concept notes and funding proposals at various stages of development.
Requirements:
- Masters level in economics, finance, business administration, sustainable development, climate policy, environmental sciences, or related fields;
- A minimum of eleven (11) years of relevant work experience in evaluation, monitoring and learning of development or climate related programmes;
- Outstanding interpersonal, communications, listening, relationship management, collaborative, and negotiation skills;
- A team-player with a proactive, solution-oriented and can-do attitude;
- Strong M&E design skills;
- Proficiency in applying evaluation mix-methods, econometric models in complex climate change projects;
- Strong competence and professional skills in standard software such as Excel, Word, PowerPoint, Outlook, and Access;
- Experience in using analytics and statistical software packages, and database management systems;
- Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language an advantage;
- Excellent presentation skills;
- Strong data management skills;
- Ability to articulate complex issues verbally and in writing in a concise manner;
