Position Objective
The Facilities and Maintenance Officer, reporting to the Manager of General Services within the Department of Corporate Services, will be responsible for advancing the service and performance objectives of the Facilities and Maintenance workstream within General Services (GS).
The Facilities and Maintenance Officer will be accountable for ensuring that:
- GCF premises ? including regional offices ? are equipped, orderly, functional, practical and used in line with the internal guidance developed within this workstream.
- Ordinary and extraordinary maintenance is performed as per technical specifications and contract scopes, with anomalies recorded and root causes analyzed.
- Through developing an honest and practical working relationship with building administrators, the terms of the relevant agreements are respected with regards to their areas of accountability.
The Facilities and Maintenance Officer will work in a multi-disciplinary team composed of internal and external personnel. Workstreams within General Services with convergent responsibilities include office administration; General Services procurement and facilities projects; health, safety, security and environmental responsibility.
The Facilities and Maintenance Officer will be expected to lead on this workstream with a level of autonomy commensurate to years of experience and technical specialization. Some travel may be required to oversee the setup of the workstream in regional offices; some out of office hours availability shall be required in support of Board Meetings and other events carried out at GCF premises.
Purpose
- Apply specialized knowledge to inform the development of workstream administrative guidance and processes.
- Through regular inspections, anomaly trend and root cause analysis, and engagement with maintenance contractors, proactively capture facilities and maintenance needs, current and emergent, client-, business- and environment-driven.
- Proactively identify viable solutions to meet such needs within predefined resource availability.
- Document and oversee adherence to maintenance programs as per contract scope and technical specification, constantly improving knowledge and service completeness through active learning.
- Assist with developing sustainable strategies for specific challenges, such as storage, furniture standardization, the use of office space, and asset inventory.
Engagement
- Apply specialized knowledge to inform the development of workstream administrative guidance and processes.
- Through regular inspections, anomaly trend and root cause analysis, and engagement with maintenance contractors, proactively capture facilities and maintenance needs, current and emergent, client-, business- and environment-driven.
- Proactively identify viable solutions to meet such needs within predefined resource availability.
- Document and oversee adherence to maintenance programs as per contract scope and technical specification, constantly improving knowledge and service completeness through active learning.
- Assist with developing sustainable strategies for specific challenges, such as storage, furniture standardization, the use of office space, and asset inventory.
Delivery
- Monitor and report frequently on contractor performance against contract scope, maintenance programs, material quality, punctuality, adherence to budget, and any other agreed metrics.
- Monitor and respond timely to internal requests for facilities assistance, maintaining a reliable presence and attention readiness and availability to deliver the service.
- Consistently and professionally deliver facilities services, often repetitive, though with due consideration to contextual variables, including those environmental and cultural.
- Develop, in accordance with local legislation as well as product specifications, technically comprehensive Terms of Reference for the external provision of maintenance requirements.
- Register anomalies and perform trend analysis and root cause analysis, periodically and as needed, to understand deeper issues and help inform facilities projects and GS procurement.
- Demonstrate the effectiveness of external and internal stakeholder engagement through continually responsive building services and the overall fulfilment of the maintenance schedule.
- Continually increase performance and contribute with specialized knowledge through active learning.
Requirements (Education, experience, technical competencies required of the job)
- Advanced University Degree (Master's degree) in Management, Business Administration, Supply Chain or a relevant field. A Bachelor's degree with additional 2 years of relevant experience may be accepted in lieu of the Master's degree requirement.
- A minimum of 4 years of relevant experience, of which at least 2 years in international roles.
- Certifications in facilities management are a strong advantage.
- Fluency in English is essential and working knowledge of the Korean language is preferred; knowledge of a United Nations language is an advantage.
