HauptaufgabenResponsible for preparation, coordination and implementation of planning process through which information on existing physical, political, social, environmental, military and economic conditions is gathered, future trends projected and alternative courses of action weighed. These activities result in preparation of the Installation Master Plan that states how the plant will collectively chart its development to provide the facilities, services, and quality of life, while supporting the Army's vision for current and future missions. Employee is the technical advisor and consultant to the Chief of Project Management Branch, Chief of Master Planning Division and to the Director of Public Works on all aspects of Project Management responsibilities. Responsible for direction of all components of Project Management of assigned projects, which require coordination and review of the Installation Master Plan; development of Military Construction, Army (MCA) and other Host Nation Funded Construction Programs. Performs work under the very general supervision of the Chief, Project Management and Master Planning Division. Work is accomplished based on a thorough knowledge of coordination responsibilities, technical requirements, and program guidance. Referrals to the Division Chief are generally limited to problems requiring establishment of a precedent or modification to policy statements. The selected candidate is delegated technical and programmatic authority. This includes applying innovative contracting procedures, interpreting the dynamic and substantive policy, approving operational deviations and providing guidance or direction to the District Engineer. Effectiveness of completed work is determined by soundness of professional judgment, program accomplishments, resourcefulness in solving project management problems, and success of cooperation and coordination established with key players. Overall performance is evaluated in terms of performance objectives agreed to by the supervisor. Performs other duties as assigned.
