Introduction
The Green Climate Fund is the world's largest dedicated multilateral climate fund and invests in impactful, innovative, catalytic programs and projects in developing countries across the globe. The GCF has a portfolio of 297 projects across 133 countries, with a total commitment of USD 16.6 billion to date.
In 2023, an additional USD 12.8 billion was pledged, to support our new strategic and programming cycle from 2024-2027; our ambition is to grow to become at least a USD 50 billion fund by 2030. About the Green Climate Fund (GCF)
Set up in 2010 by the 194 countries who are Parties to the United Nations Framework Convention on Climate Change (UNFCCC), GCF takes its responsibility as the world's largest dedicated multilateral climate fund to heart. GCF funds transformative climate projects across the developing world, supporting countries in their responses and actions to tackle climate change while fostering sustainable development within their communities.
Our country-driven approach ensures that our actions are tailored to the unique circumstances and national aspirations of each nation we support. Besides channeling public and private sector investment through a broad range of financing instruments, GCF builds the capacity of developing countries to take climate action through an extensive Readiness Programme ensuring countries are increasingly well-equipped and financed to manage their climate futures.
Headquartered in the Republic of Korea, GCF operates with a diverse and talented workforce of over 300 people.
Position Objective
The Head of Office of the CSIO manages the operations of the Office of the Chief Strategy and Impact Officer (O-CSIO). S/he advises the CSIO on strategic matters, manages key projects, ensures effective communication and coordination between the CSIO and the O-CSIO leadership team, and serves as a facilitator of effective communication between the CSIO and internal stakeholders. S/he ensures that important and/or urgent issues are escalated promptly and appropriately, drawing on the CSIO's direct reports for support in handling. S/he advises the CSIO on the development and progress of annual work programmes across the Office. S/he supports the CSIO in defining and managing an appropriate schedule of regular co-ordination meetings across the CSIO's full span of responsibilities. S/he manages the overall administration of the O-CSIO, including budget, staff training and wellbeing support, and day-to-day operations.
Purpose
- Coordinates the development and tracking of annual work programmes for departments and units under CSIO responsibility.
- Prioritizes, curates and monitors actions and information flows to be presented to the CSIO, including distribution of work across the O-CSIO, teams reporting to the CSIO, and other parts of the Secretariat.
- Advises the CSIO on the progress and results of the work programmes under implementation, and planning.
- Engages with the colleagues across the Office of the CSIO to drive a focus on impact and results.
- Coordinates with HR and other parts of the Secretariat to ensure staff are provided with effective training and wellbeing support.
Engagement
- Builds and maintains strong relationships to enable collaboration and knowledge sharing between leadership and teams that report to the CSIO and across the organization.
- Works with the Office of the CSIO leadership team and staff to establish a culture of ethics, knowledge-sharing, mutual support, and mutual accountability.
- Actively maintains a coherent view of the OCSIO programmes of work, collaborating with the CSIO and the leadership team to ensure alignment with GCF strategy and evolving priorities.
Delivery
- Organizational effectiveness: Improves operational efficiency, measured by process improvements and/or cost savings.
- Innovation: Fosters a culture of innovation within the OCSIO team, promoting adaptive strategies to address evolving challenges.
- Board: Provides timely, accurate, and comprehensive Board reporting.
- Ensures accurate, timely reporting on CSIO activities and impact to the Executive Director and the GCF Board.
- Develops and maintains external networks with thought-leaders to ensure the Office of the CSIO has access to latest thinking on adequate and impactful climate finance.
Requirements (Education, experience, technical competencies required of the job)
- Master's or higher-level degree in climate change science, political science, economics, business management, international development or other areas relevant to GCF's work. Bachelor's degree in similar fields with an additional two (2) years of relevant experience may be considered in lieu of the Master's degree requirement.
- At least 15 years of experience including the development of programming strategies, management of programming cycles, and at a management level working in international organizations, national governments or aligned private sector or consultant companies.
- At least 5 years of experience leading climate change mitigation and/or adaptation activities
- Demonstrated ability to develop and manage relationships with a diverse range of internal and external stakeholders and partners, government entities, private businesses, investors, NGOs, and international organizations.
- Considerable supervisory and management experience in medium and large-scale organizations.
- Understanding of international climate organizations and their programming work is an advantage.
- Experience in change management is an advantage.
- Demonstrated experience in recruiting, managing, and mentoring culturally diverse and highly skilled technical teams.
- Fluency in both written and spoken English.
