About the Green Climate Fund
The Green Climate Fund is a pioneering global initiative dedicated to addressing the world's most pressing climate challenges. Established in 2010, the fund serves as the largest multilateral climate fund, providing transformative climate projects across developing countries.
Our Mission
We foster sustainable development within communities while tackling climate change through country-driven approaches tailored to each nation's unique circumstances and aspirations. Our extensive Readiness Programme empowers developing countries to take charge of their climate futures by enhancing their capacity and financing.
A Global Team
The GCF operates with a diverse and talented workforce of over 300 individuals from almost 80 nationalities. Our team comprises experts from various academic, scientific, private, government, and nonprofit backgrounds, working collaboratively with governments, communities, civil society, technical agencies, and the private sector worldwide.
Senior Policy Specialist Role
The Senior Policy Specialist will report directly to the Head of Policy and play a crucial role in leading and coordinating the Secretariat's policy cycle. This position requires expertise in developing, reviewing, and implementing high-quality policies that align with the fund's strategic priorities and international best practices.
Key Responsibilities
- Developing policy proposals for consideration by the GCF Board, collaborating closely with subject-matter leads to define or update GCF strategies, programs, processes, and operational modalities.
- Conducting comprehensive analysis to inform evidence-based policy proposals, including impact assessments, cost-benefit analyses, risk assessments, and benchmarking studies.
- Leading analyses, reviews, and updates to identify opportunities for improving policy coherence and impact, integrating lessons from evaluations, audits, and learning experiences.
- Providing guidance across Secretariat offices and departments to ensure policy proposals are well-socialized, operationally viable, and meet stakeholder expectations.
- Cultivating policy best practices through relationships with peer organizations, drawing on the latest knowledge and approaches.
- Planning and coordinating policy teams, timelines, and stakeholder inputs to successfully develop and deliver policy proposals.
- Refining the GCF policy framework, policy cycle, policy taxonomy, and quality standards to reflect experience and lessons learned.
- Driving improvement in systems, processes, and knowledge resources related to policy development, implementation, and monitoring, evaluation, and learning.
Requirements
- Masters or higher-level degree in law, international relations, economics, or another relevant field; or Bachelors degree plus two (2) additional years of experience.
- 11 years or more relevant experience in institutional policy development, preferably in government or international organizations, including experience in national or international policy development.
- Demonstrated experience in stakeholder management.
- Extensive knowledge of climate finance and international development, with knowledge of GCF policies and programs preferred.
