The American Red Cross is currently seeking a full-time, exempt Mobile SAF/IS Regional Program Director located at Camp Humphreys, Korea. This position will support ARC SAF/IS operations across Korea at major military installations (Camp Humphreys, Osan AB, Kunsan AB, USAG Daegu, Yongsan and Camp Casey). Requirements include working a minimum of 40 hours per week with some evenings and weekends as needed.
This position is part of our mobile regional staff, however, not regularly scheduled for deployment rotations. Although this position is required to meet the DoD health requirements for overseas deployments, this employee will not be regularly scheduled for deployments but may need to deploy as a contingency. Mobile staff members typically deploy for 6 months at a time, approximately once every 18-24 months, and can be sent to any military base in the world. Employee will require clearance of screening required of all mobile employees (Secret Security Clearance, Medical Clearance, obtaining no-fee passports for self and dependents.
Employee will be required to move to Camp Humphreys, Korea, and reside on the installation in housing provided by the military. This is an accompanied assignment. Relocation expenses such as household goods shipment, vehicle shipment, non-temp storage, and transportation for self and dependents is authorized.
WHAT YOU NEED TO KNOW:
Manage a team to establish, strengthen, and grow American Red Cross programs and services to meet the needs of the United Stated military members, veterans, and their families in accordance with Red Cross policies and procedures. Develop long and short-term program strategies. May oversee the implementation of programs and services in communities and military installations. Provide support, development and/or leadership guidance to all volunteers.
Perform all duties and responsibilities in compliance with standard operating procedures and other applicable Federal, State, and local regulations.
WHERE YOUR CAREER IS A FORCE GOOD:
1: Provide guidance, support, and assistance to Red Cross field personnel, and ensure programs and services are carried out consistently and in accordance with specified Red Cross policies and procedures within their assigned area. Responsible for management of a team which may include hiring, assigning work, coordinating, training, coaching, and evaluating performance of staff.
2: Build and cultivate strong relationships with community leaders, military leaders, government and civic organizations and other charitable agencies to further the mission of the Red Cross. Ensure a year-around public relations program to maintain public goodwill and strengthen financial and logistical support within the military community and command.
3: Develop and implement recruitment plans and ensure volunteer staff ratio reflects the diversity of the population being served. Assist with communicating strategic plans and manage the delivery, sustainment, and growth of SAF and ISD services and programs.
4: Ensure the efficient and consistent delivery of programs and services in accordance with specified Red Cross policies and procedures, and strategic plan. Provide assistance on projects and work assignments as needed. Monitor and report on the outcomes and results of programs and services to ensure organizational accountability operational effectiveness. Make recommendations for continuous improvement to ensure metrics are consistently met.
5: Develop and manage budget to ensure sufficient funds are available to support SAF and ISD programs and services.
6: May conduct training and education to ensure that staff and volunteers can successfully perform their duties and represent Red Cross in their communities.
Scope: Interpret and administer policies, process, and procedures that may affect sections and subordinate units.
WHAT YOU NEED TO SUCCEED:
Education: Bachelor's degree required.
Experience: Minimum 5 years of related experience or equivalent combination of education and related experience required.
Management Experience: 3 years of supervisory or management experience.
Skills & Abilities: Must be able to operate independently, with initiative, and manage an assigned area of responsibility, with minimal supervision. Strong computer skills are required. Public speaking skills and the ability to communicate effectively verbally and in writing are required. Strong interpersonal skills and the ability to work with multiple priorities are essential. Familiarity with military culture, regulations and protocol is strongly desired. Ability to work on a team.
Travel: Travel may be required.
A current, valid driver's license with good driving record is required.

The employee is occasionally required to stand; walk and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 15 pounds and occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. The work environment will consist of moderate noise (, business office with computers, phones and printers, light traffic). The employee must have the ability to work in a small cubicle and have the ability to sit at a computer terminal for an extended period of time.
FOR MOBILE POSITIONS ONLY (Domestic and Overseas settings)
Some positions are designated as “Mobile” and subject to unique job requirements. SAF Mobile Staff perform the same basic job responsibilities as non-mobile staff in regions. In addition to those responsibilities, this special workforce is also required to deploy on short term temporary assignments, serving alongside military members who are deployed to designated theaters of operations anywhere in the world. Mobile staff must be ready to deploy whenever called upon, and to do so are required to meet and maintain specific medical and other readiness requirements. Requirements unique to mobile positions include the following:
Support both the day-to-day operations and emergency needs of the Hero Care Center as a member of the Hero Care Network Contingency Team.
Completes all trainings and requirements to maintain casework proficiency, to include working shifts and participating in readiness drills. Responds to emergency, surge, and disaster situations, as needed.To maintain readiness, staff must:
Maintain all medical and security requirements. Engage in annual deployment familiarization program to include trainings and meetings. When activated to deploy, participate in additional trainings and meetings to prepare for deployment.MOBILE STAFF (Overseas settings only):
In addition, mobile staff based overseas may also be responsible for managing the promotion and delivery of all Red Cross services to clients within their jurisdiction. This may include:
Ensuring Training Services programs are supported and promoted in their jurisdiction and that there are sufficient trained volunteers to provide classes. Ensuring Disaster Cycle Services are provided including responding to local, regional and division level disasters and acting as a planning partner for local emergency management and response activities. Mobility Requirements:
citizenship is required. Must be able to obtain a secret security clearance and a no-fee passport. Worldwide mobility is a condition of employment and an essential function of this position. Must accept work assignments anywhere in the world, including conflict areas, where the American Red Cross is providing services to members of the military and their families. Must meet strict medical and physical requirements, including immunizations required by the military. May be required to wear military uniforms, and live and work in harsh and stressful environment in conflict areas.
